The Outer Banks Community Development Corporation is a private, non-profit corporation, chartered in North Carolina, formed by the Outer Banks Chamber of Commerce and community leaders in 2001. Our operating budget for fiscal year 2007 was $320,442.


OUR MISSION
To strengthen our community by advocating, facilitating, and developing housing for low- and moderate-income citizens and providing related economic, social, and educational services.

The CDC has been professionally staffed since 2003 and we currently have three professional staff members.

A 14-person board of directors provides the CDC with governance and oversight.

COMMITTEES
Executive Committee
The Executive Committee acts on behalf of the Board of Directors between regular meetings and:
• Reviews all personnel policies and procedures to ensure that a fair and impartial grievance procedure is in place.
• Evaluates the Executive Director annually.
• Sets the agenda for Board of Directors meeting.
• Periodically reviews and reports on the by-laws.
• Reviews budgets prepared by CDC staff and reports its findings to the Board of Directors.
• Conducts an annual audit of the CDC, with the ad hoc assistance of an accounting professional, and reports its audit findings to the Board of Directors within 90 days of the end of the fiscal year.

Finance Committee
The Finance Committee reviews existing budgets and reports its findings about proposed budgets to the Board of Directors. The Committee also oversees financial aspects of grants and fundraising activities.

Governmental Affairs & Community Relations Committee
The Governmental Affairs & Community Relations Committee oversees implementation of the public information plan and media relationships. Appointees from the county and each municipality will sit on the committee and serve as liaisons between the CDC and his or her political jurisdiction.

Planning and Development Committee
The Planning and Development Committee works with town and county planners to advance legislation and regulations in support of affordable housing; reviews and makes recommendations about new programs proposed by the Executive Director; and oversees licensing and compliance of all programs.
